Security 2022 Panelist

Chief Randy Burba has compiled 34 years of progressive experience in higher education public safety, law enforcement, fire & life safety, and emergency management. Along the way, Chief Burba has also developed expert-level skill sets in several key areas, including threat assessment, policy development, organizational development and change management.

His career represents a rich and varietal spectrum that includes 19 years in leadership roles at The University of Southern California before accepting an appointment to lead one of the top ranked institutions in the west, Chapman University, since 2005.  

Randy has served as President of the International Association of Campus Law Enforcement Administrators (IACLEA). He is also a past president for the California College and University police Chiefs Association (CCUPCA).  Serving in these roles provided him the opportunity to co-author and successfully facilitate the passing of legislation at the state and national levels.

These legislative advancements were as much public policy as they were public safety policy, for they helped define best practices for public safety professionals serving all colleges and universities. These statutory higher standards and programming directly enhance the safety of every student, employee and guest among America’s colleges and universities. 

Currently, Randy serves as Chair of The Board of Directors for Crime Survivors Inc., a national non-profit organization dedicated to supporting those impacted by violent crime.  He also remains an active member in The International Association of Chiefs of Police (IACP), National Association of Campus Safety Administrators (NACSA), Association of Industrial Security (ASIS), and the Association of Threat Assessment Professionals (ATAP).  

Randy holds a Bachelor’s degree from California Polytechnic University. Among his executive and professional development, Randy is a graduate of the University of Southern California’s Delinquency Control Institute, the West Point Leadership Command Program, and Gavin De Becker’s Threat Assessment Academy.  Chief Burba serves as a peer reviewer for the Department of Justice’ Office of Justice Programs, and generously provides consulting services to public and private universities in the area of procedural reviews, emergency management, and federal/state regulatory compliance.  He has presented at national and international conferences for groups that include the University Risk Managers, National School Safety Council, IACLEA, and Campus Safety Magazine, and has been featured in the Chronicle of Higher Education, the Washington Post, Inside Higher Education, and The Army Times.
